NIICA’s Semiconductor & Advanced Manufacturing Technician Apprenticeship Program (SAM-TAP) is designed to help employers build skilled, reliable talent pipelines through Registered Apprenticeships (RAs)—without the administrative complexity typically associated with launching and managing a program.

NIICA supports employers, training providers, and public-sector partners by managing the registration, compliance, and ongoing administration of Registered Apprenticeships aligned to today’s semiconductor and advanced manufacturing roles.

SAM-TAP enables employers to focus on operations and workforce growth—while NIICA handles the structure behind the program.

A Modern Apprenticeship Model Built for Advanced Manufacturing

SAM-TAP supports the development and expansion of competency-based RAs that reflect the realities of high-tech, advanced manufacturing environments, including multi-site employers and evolving job roles.

Through SAM-TAP, NIICA provides intermediary services that help employers and partners:

  • Establish new RAs

  • Transition existing training programs into RAs

  • Align on-the-job learning with related technical instruction (RTI)

  • Maintain ongoing compliance with federal and state apprenticeship requirements

 

This model reduces administrative burden while supporting scalability across facilities, occupations, and regions.

Working Across State and Regional Workforce Ecosystems

NIICA can collaborate with state apprenticeship agencies, workforce organizations, education partners, and other intermediaries to support apprenticeship development where roles, responsibilities, and services align.

 

When appropriate, NIICA works alongside existing partners to ensure apprenticeship efforts are coordinated—not duplicated—and that employers and training providers receive clear, consistent guidance throughout the process.

Through SAM-TAP, NIICA supports alignment between industry needs and training pathways by helping partners:

  • Define competency frameworks tied to real job roles

  • Align curriculum and training expectations with employer demand

  • Map career pathways into RA opportunities
